The London and Paris have signed a statement of purpose concerning the stationing of troops in the nation in the event a peace agreement be concluded with Russia, the UK Prime Minister, Keir Starmer, has stated.
Subsequent to discussions with Kyiv's partners in the French capital, he said that the two nations would "set up military hubs across Ukraine and construct protected facilities for weapons and equipment" to deter any potential invasion.
The coalition members also suggested that the US would assume leadership in overseeing a truce.
The Kremlin has on multiple occasions cautioned that any external forces in Ukraine would be considered a "valid objective", but has as yet not responded on this latest declaration.
Russian President Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Moscow at this time holds about 20% of the country's land.
"This constitutes a crucial element of our commitment to stand with Ukraine for the long-term," commented the UK Prime Minister.
National leaders and high-ranking officials from the "Partner Group" were involved in the Paris negotiations.
Speaking at a shared media briefing, Starmer noted: "It establishes the framework for the legal framework under which British, French, and partner forces could operate on the ground in Ukraine, securing Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the years ahead."
The PM added that the UK would be involved in any American-headed verification of a potential cessation of hostilities.
Lead American diplomat Steve Witkoff remarked that "lasting defense assurances and strong economic promises are vital to a enduring ceasefire" in Ukraine – alluding to a central requirement made by Ukraine.
He indicated the partner nations had "mostly completed" their work on finalizing such assurances "in order that the Ukrainian people know that when this hostilities ends, it ends permanently."
The former US envoy, ex-President Donald Trump's special envoy, also participated in the talks.
At the same time, France's leader Emmanuel Macron stated that Ukraine's partners had made "major advances" at the meeting.
He added that "robust" safety pledges for Ukraine had been settled upon in the instance of a possible ceasefire.
Ukraine's leader Volodymyr Zelensky commented that a "major step forward" had been made in the talks, but qualified that he would only consider efforts to be "sufficient" if they resulted in the end of the war.
Earlier, Zelensky indicated a settlement was "largely prepared". Agreeing on the remaining 10% would "shape the outcome of the agreement, the future of Ukraine and Europe".
Russian forces presently holds about 75% of the Donetsk region and some 99% of the adjacent Luhansk region. The two regions form the area of the Donbas.
The original US-led multi-point proposal that was widely leaked to the media last year was seen by Ukraine and its European allies as being strongly biased in Russia's direction.
This led to a period of high-level negotiations – with all sides trying to revise the draft.
The previous month, Ukraine presented the US an revised 20-point plan – as well as additional documents describing potential defense assurances and provisions for Ukraine's reconstruction, the President said.
